In brief

President Volodymyr Zelenskyy cautioned that Russia is preparing a massive attack on Ukraine’s energy infrastructure and logistics network, urging the international community to pressure Moscow. He said Ukraine is ready to respond and emphasized that Russia’s tactics now include targeting power generation, grids and distribution networks. No response from Russia yet.

In an evening address on Monday, November 3, 2026, Ukrainian President Volodymyr Zelenskyy warned that Russia is preparing a massive new attack aimed at Ukraine’s energy infrastructure and logistics facilities.

He said Moscow appears to be relying on the attention that the U.S. midterm elections are drawing worldwide, hoping that the global focus will be diverted from the war’s developments and the challenges in Ukraine’s air defence and Patriot missile supply.

Zelenskyy urged the international community to send a clear message to Russia that the country will suffer no gains from its attacks and that its oil revenues would continue to be under pressure as long as the war persists. He said,

We must not play games with Russia’s oil and gas revenues. We must put so much pressure on Russia that it has no alternative but to end this war,” he said. “The world can do this.”

The president added that Ukraine is justified in responding to any Russian attack and that its strikes against Russian targets have produced a tangible impact. He said,

We will certainly respond to the attack Russia is preparing now,” he stressed.

He highlighted that Russia has adopted a “new tactic” that does not target only power plants but also energy grids and distribution networks, thereby threatening broader civilian and military supply lines.

So far, Russia has not responded to Zelenskyy’s latest claims.

A Ukrainian government source on the presidential website confirmed that “we have intel that Russia is preparing a new massive attack on our country – primarily targeting energy and logistics.” The statement came a few hours after Zelenskyy’s address.

Another source, Ukrainian news portal Pravda, reported earlier this week that Zelenskyy had said, citing intelligence reports, that Russia was preparing to carry out a new large‑scale attack on Ukraine. The claim remains unverified by Russian officials.

Experts emphasize that attacks on energy and logistics could severely damage Ukraine’s war effort and civilian life, and that the international community’s economic leverage over Russia’s oil market is a key factor in the conflict’s dynamics.
