The United States announced that it will host a trilateral meeting with Russia and Ukraine in Abu Dhabi on November 10‑11, as reported by Xinhua and Reuters. U.S. Special Envoy Steve Witkoff said the talks will bring together the three delegations to discuss ending the war, post‑war security arrangements and humanitarian measures, with Russian President Vladimir Putin agreeing to the round after a visit to St Petersburg.

Agenda

The core of the meeting will focus on achieving a ceasefire, setting security guarantees for Ukraine, de‑escalation measures on the front, and humanitarian relief for displaced populations. Witkoff indicated that the discussion will also cover how to structure post‑war governance and reconstruction efforts to stabilize the region.

"post‑war security agreements, de‑escalation, humanitarian measures, and ending the war."

Steve Witkoff, U.S. Special Envoy for Ukraine, posted the statement on social media, underscoring the U.S. effort to create a platform for dialogue.

Reactions

Russian President Vladimir Putin’s agreement to participate followed his meeting with Witkoff in St Petersburg two weeks earlier, according to the U.S. official who spoke to Reuters. The U.S. said that Putin’s willingness to engage signals a potential opening for renewed negotiations after a standoff that has lasted for years.

The U.S. official also noted that U.S. negotiators will hold a working‑level meeting this week in Brussels with representatives from France, Germany, Britain, the European Union and NATO, focusing on Ukraine’s security guarantees and Europe’s future security framework. This pre‑meeting is intended to set the stage for the Abu Dhabi talks.

Reuters reported that the last U.S.-mediated peace talks in this conflict took place in February, before the United States and Israel launched a war against Iran. The current initiative seeks to build on that earlier effort by bringing all three parties to a single table in the UAE.

As the December weather approaches, the U.S. hopes the Abu Dhabi dialogue will produce a framework for ending hostilities, establishing durable security arrangements for Ukraine, and laying the groundwork for humanitarian and reconstruction assistance that could reshape the geopolitics of Eastern Europe.
